That refers to the highest heat the PCB will accept without the danger of lifting the foil tracks.
Unless it also states RHOS-compliant, you may go ahead and use lead-based solder.
A 25-watt iron will heat to 398C. You may need to use an adjustable iron - or be quick so as not to damage the foil.
