Will a 15amp 12 Volt Regulated Power Supply use power if it is turned on and nothing is plugged into it?
Power supply has transformer. The induction in the primary winding(flux) produces voltage in the secondary. So even with nothing plugged into it, the winding resistance itself dominates loss. You can feel it warm if it is turned on even if theres no load, so when heat is generated, that thing consumes energy, it consumes power. Not only it uses power, its wasted as well in what they called as "eddy currents". For a 500miliamp, its negligible. But for a15 amp 12V, you should turn off the switch or unplug it if not in use.
